I have no clue where to put such requests, so I'll plunk it down here.

We need a standardized format for Order of Battle (OOB) that we can plug data into as we run various OSINT gleaning sessions.

It's been several forevers since I dealt with such things and I really do not recall much of what was developed as a useful format in the "olden times" , pre PC.

OOB info will be found in bits and pieces all over the place as we scour the innerweb for open source info.
Organizational info, TO&E info, personalities, methods, tactics, strategies, goals, aims, wants, hates, loves, alliances, histories, ... everything that can be verified as pertaining to an organization and the people within that organization has a place in the OOB for that organization.

If some one of y'all has access to the training manual of made up OOB on the imaginary enemy (used to be Orange team, no clue what's used now, if anything) and could copy out and post up the outline of the data structure, that'd be a nice place to start.

And, remember, when ever you are spending time at gleaning for OSINT, OOB info should be sifted out and kept.
