Internet Cafes: mostly they use a proxy server, then the internet sees only the ip address of the computer which is acting as a proxy server. It in turn communicates with all other computers in the network in the cafe, so individual computer's ips are not visible to anyone outside the cafe in this scenario. However in case of cable connections, some ISPs provide a separate ip to each computer. And it is possible to block the ip addresses in a block.
The internet cafe likely has 1 connection to the outside internet, which is connected to a router which assigns local IP's to each machine in the cafe (through a DHCP server or allocation table).
When you use the internet in an internet cafe, all of the traffic from all of the computers goes to the router, the router then translates your address using a NAT (network address translator) (This is how a router can use 1 internet connection and split it up into many connections). This gives all of the traffic leaving the internet cafe the same external IP address.

Regarding Images: I don't imagine images will be a common concern here, but then I'm not a prophet and so:
WP's image facility is surprisingly malleable. Simply upload the image and WP allows one to scale the image pre-post with a size ceiling being that of the original upload. In other words, images can be scaled down from their original size but not vice versa.
