Afghan Taliban commander Abdul Manan aka Mulla Toor Jan and Mullah Omar strongly disagree with the Mehsud driven Paki Taliban regarding attacks on Pakistani noncombatant peoples of all faiths.The Afghans will only fight NATO and US troops in Afghanistan. The Afghans consider their fight to be ideological and faith driven and consider the Paki Taliban tobe nothing more than bandits that kidnap,extort and sell drugs.

Hakimullah Mehsudthreatened to eliminate theleaders of Kashmiri Mujahideen groups if they did not stop fighting in Kashmir and start attacking the PakMil.Taliban militants also massacred 20 members of Jama’at-ud-Dawa after a Jirga in Mohmand Agency in 2008. These actions greatly alienated the Haqqanis and Afghan Taliban from the Paki Taliban and AQ.

Many Afghan Talib blameAQ for the failure of the Taliban government in Kabul that brought Karzai and his family to power and allowed opium production to start up again. They see AQ and the Paki Taliban to be one and the same and hate the Uzbeks and Chechens they allowed into safe havens in Pakistan.

Remember Dostrum of the N Alliance is Uzbek and there is a strong mutual hatred with the Afghan Taliban Puhktuns.

So there are many opportunities for common ground. BTW, Karzai is not a willing participant in the talks and knows that what ever is settled, he is gone from power.

One likely scenario is to break off the Pakhtun areas of Afghanistan into an autonomous district that could have sharia law similar to areas of N Nigeria. The PakGov strongly opposes that idea.

Bottom line on the Afghan Taliban is that they haveminimal contact with AQ,Bin Laden and couldn't give him or Z up if they wanted to as they are residents of Pakistan.

I forgot to mention Mullah Munibullah the Taliban commander of Nuristan. He isan exception to the Afghan Taliban in that he openly works with Paki Taliban, Uzbeks, AQ and Chechens. Likely because Nuristan is a transit toCentral Asia and he would not live long if he didn't allow safe passage.

His father met with our General Abizaid in 2001 right afterthe invasion and nearly joined forces. The door is still open, though, but after the debacle at FOB Keating in Kamdesh,Nuristan is out of our grasp for now.

More prosaically, it processes unclassified e-mail for ODNI employees, contains an open-source contact and calendar management system, and allows employees to access less sensitive collaboration platforms from computers outside their offices.

UGov has been especially popular among the large tranche of analysts who joined the community after 9/11. The Office of the Director of National Intelligence (ODNI) runs the network.

"In order to improve security and enhance collaboration, the decision was made to phase out the "ugov.gov" unclassified web-based email system currently in use by a limited number of Intelligence Community personnel," said Wendy Morigi, the ODNI's spokesperson. "This transition will be executed in an orderly manner that sustains functionality and minimizes the impact on individual users. Access to Intel-link, Intellipedia, and similar services will not be affected. The ODNI remains committed to investing in and providing high-quality enterprise services for the Intelligence Community."

An ODNI official said that security concerns prompted the termination decision but would not go into details.

uGov and Intellipedia are part of a philosophical approach to intelligence called "Analytic Transformation," which former National Intelligence Director Mike McConnell emphasized as a top priority during his tenure. Recently, Adm. Dennis Blair (ret), the current DNI, appointed former FBI public affairs director John Miller as head of the office's analytic transformation efforts.

Our G2 unit has reported some complaints on Muslim forums

about this list.

They feel they are being unfairly associated with Terrorist sites and activities.

They are right, the sites listed below are under "possible terror sites".

So we have not claimed any of them are actually terrorist sites.

But some of our troops have listed sites they were not sure of

or maybe didn't have time to check?

So I want to state some of the sites listed below ARE NOT

terrorist sites, some are just Muslim, not terrorist.

99 % of Muslims are not Terrorists.

I have asked G2 to look into removing the entire list.

"TOP TEN" LIST OF JIHADI FORUMS FOR 03 AUGUST 2009It's been almost a year since a failure of truly epic proportions brought down the most significant websites of the global jihad, on or about 10 September, 2008. A year before that failure, the same sites were the target of a citizen-based effort to drive them off of the Internet. This 2007 campaign against the jihadi forums had the effect of encouraging the creation of a number of new sites, while other forums (e.g. al-Hanein) loosened their membership requirements. Generally, the first name is the best identifier, al "........" designates their tribe or city/country of origin, generally disregard anything following "abu", that means nickname.

I havea tracking list of the leading Yemeni and Saudi AQ and their AKA's. Much of he problem is in the English translation of their names. Arabic is written right to left and Western translators frequently transpose the names around getting he first nameout of order and they usually add too many (and phonetically wrong) vowels. Arabic translators always get it right. Ab ove Arabic names are correct. G

According to police in Phoenix, there were more than 350 kidnappings last year, compared to none a decade ago. In El Paso, the number of attacks on the border went up by 150 percent last year, Romero said. At the same time, attacks against border patrol agents increased 108 percent from 2004 to 2005, according to U.S. Border Patrol Chief David Aguilar. Romero attributed these jumps to more criminals being involved in the smuggling trade.

Migrants and activists in Agua Prieta, a small Mexican border town less than a mile south of the Arizona border, and Juárez, a town on Mexico's border with Texas controlled by drug cartels, also reported increased violence by coyotes, including beatings and rapes of migrants.

Attorney General of the Republic started formal proceedings against Carlos David Sullivan Blanquest, Elizabeht chef Blanquest Sullivan, Francisco Dominguez Gregory or Primitivo Grancisco Dominguez Gregory, Mario Rivera and Ernesto Valverde Romain Gozalez Seone.
They were arrested in the town of Atizapan de Zaragoza, state of Mexico.
The RMP stressed that the accused are linked to a criminal group that carried out a large number of kidnappings in the states of Mexico and Morelos.

Last year, at least 26 San Diego County residents were kidnapped and held for ransom in Tijuana, Rosarito Beach or Ensenada, local FBI agents overseeing the cases said yesterday. Handcuffs and hoods over the head are common, While driving in Mexico, this person is pulled over by as many as 10 people posing as police.
They're carrying weapons, wearing vests and using police jargon. Within a minute or two, someone is shoving a hood over the victim's head and dragging him into a vehicle. His car is left on the side of the road.

Just last week, a 6-year-old boy was snatched from the neighborhood abutting Benito Juarez and his distraught parents were ordered to pay $200, a fortune for those who can't afford meat for dinner or fees for school. I spoke with a colleague, a Hispanic guy born and raised in Mexico now residing in L.A., CA. He just returned from vacation in Mexico where he has a lot of family. They had warned him about traveling in Mexico and this guy is clearly visibly Hispanic. So, it's not safe for natives as well according to him, not just foreigners.

He mentioned the Nuevo Laredo area as being a problem area as elsewhere reported. Nothing new there. When I pressed him, asking if I wanted to "scratch beneath the surface" more to get some closer type of info, where should I go? He stated to contact the newspapers just over the border in Tijuana. He said there are some English papers there with reporters who may open up a bit more. EXCELLENT IDEA...g

And while I'm still sticking to this statement, a year later I also pointed out that :

"In a nation2nation cyber warfare scenario, the country that's relying on and empowering its citizens with cyber warfare or CYBERINT capabilities, will win over the country that's dedicating special units for both defensive and offensive activities, something China's that's been copying attitude from the U.S military thinkers, is already envisioning."

Morever, Taiwan, too, copycating the U.S, performed a cyber warfare exercise codenamed "Hankuang No. 22" (Han Glory) in 2006 as well, fearing cyber warfare attacks from China.The new "Cyber Storm" Cyber Exercise, is particularly interesting, especially the initiative to measure the response time to an OPSEC violation in the form of sensitive information leaking on blogs. A very ambitious initiative, given the many other distribution channels, which when combined in a timely manner make it virtually impossible to shut down and censor, the leaked material. What if it gets spammed? Moreover, what's a leak to some, is transparency into the process for others. Cyber Storm II is already a fact whatsoever :
"At a cost of roughly $6.2 million, Cyber Storm II has been nearly 18 months in the planning, with representatives from across the government and technology industry devising attack scenarios aimed at testing specific areas of weakness in their respective disaster recovery and response plans. 'The exercises really are designed to push the envelope and take your failover and backup plans and shred them to pieces,' said Carl Banzhof, chief technology evangelist at McAfee and a cyber warrior in the 2006 exercise. Cyber Storm planners say they intend to throw a simulated Internet outage into this year's exercise, but beyond that they are holding their war game playbooks close to the vest."

The main issue with this type of cyber exercises is that starting with wrong assumptions undermines a great deal of the developments that would follow. Cyber warfare is just an extension of the much broader information warfare as a concept, namely, Lawfare, Econonomic Warfare, PSYOPS, to ultimately end up in an unrestricted warfare stage. Subverting the enemy without fighting with him, that's what offensive cyber warfare is all about, even if you take people's information warfare concept as an example. It's a government tolerated/sponsored activity, whereas the government itself is suverting the enemy without fighting him, but forwarding the process to their collectivism minded citizens. The strong lose, since the adversary is abusing the most unprotected engagement point, thereby underminig the investments made into securing the most visible touch points. A couple of key points to consider in respect to the cyber exercise modelling weakness :

- White hats pretending to be black hats simply doesn't work

- Frontal attack against critical infrastructure is pointless, insiders are always there to "take care"

- Passive cyber warfare such as gathering OSINT and conducting espionage through botnets

- Cyber warfare tensions engineering through the use of stepping stones

- Stolen and manipulated data is more valuable than destroyed data

- Lack of pragmatic blackhat mentality scenario building intelligence capabilities

- Unrestricted Warfare must be first understood as a concept, than anticipated as the real threat

From a strategic perspective, securing and fortifying what you have control of is exactly what the bad guys would simply bypass in their attack process, among the first rules of unrestricted warfare is that there're no rules with the idea to emphasize on the adaptation and going a step beyond the adversary's defense systems in place.

I've overdone this metaphor, but I really do see the panoply of sources we have about Iran as an intelligence service to the masses.

We've got reliable Humint -- on the ground sources. We've got open-source reports from broadcast and newspaper media. We've got analysis, in the form ofgreat aggregationbysmart observers. We lack, um, signals intelligence, but Twitter is really a form of SIGINT, isn't it? There's plenty of misinformation out there, like rumors that Ahmadinejad is going to stage an assassination attempt, so we need to be careful about how we judge the information. If we're a savvy analyst, we need to be careful about the weight we attach to photographs and video accounts. They're the most immediate and emotionally powerful, but they can distort our understanding of the situation, particularly of about the importance of specific developments.

To start with, here's the raw data stream fromTwitter, with the hashtag of the Iranian election. Remember, this data is unfiltered. There are some nuggets surrounded by garbage. Follow the debates: "(I hear that NPR is claiming that it is false news that Mousavi is in crowd now. IT'S NOT! Tell them pp, we have pics!)" -- that's a real tweet. How would you evaluate it if you were on the Iran desk?

Watch for disinformation. There's a temptation to equate the size of one's twitter follower universe with authority, but that's not logical.This sourceseems to have good information about Tehran's universities. I'd judge it as reliable because none of the other twitterers are arguing with its conclusions, and there is some independent corroboration for some of what it has to say.

Look forpatterns in geography. But don't assume that everything that has the qualities of a pattern is actually a pattern.

Don't assume. Everyone assumes that Mousavi really won. But there is reasonto think that the election was very close -- and that Ahmadinejad might have actually prevailed (although the evidence appears solid that his totals were significantly inflated.) Don't assume that Ayatollahs who appear at protests necessarily support the protesters. Don't assume that the Khamenei speaks for the rest of the council of guardians. Don't assume that Iran's government had a plan to contain the protests -- or has a plan for tomorrow, ten days from now, or next month.

Look for sources that disprove your thesis. Go outside the country and outside your comfort zone. See what, say, China's news agency reports about the protests. ("Iran's defeated presidential candidates Mir-Hossein Mousavi and Mehdi Karroubi on Monday appeared in a car at a mass rally in Tehran that has been declared "illegal" by authorities, local Press TV reported.'")

One can track 'talk' vs 'actions', And develop a pattern. Major changes in the pattern can point to paradigm shifts which can be useful in forecasting.

One can track what they say they are going to do vs what happens ( check the news a month later see if it happened; or the appropriate time frame ). Looking for patterns which can reveal deception, or if 'it ' continues a shift indicator.

Collecting Geographic Intel ( everything about a Geographic area/state/town ) also can reveal links/connections.

Eventually you have a Paradigm for the target, a history, understanding, knowledge of target and idiosyncrasies.
